Without evidence of that directive, you have an either/or situation: either the directive exists and nobody has found it after 20 years, or what paltry money donated to scientists and skeptic speakers is because they agree with what they hear. If you cannot disprove the latter, and you cannot produce evidence for the former, you've got nothing.
